The Police say that hate crime is a crime where one of the reasons you are the victim is because you are part of a group that the attacker is prejudiced against.
People with learning disabilities get discriminated against.
They also get picked on in the street.
This can be anything from people calling them names, to getting hit.
This is a big problem and worry for people with learning disabilities.
From December 2006 the law will say that public bodies have to do work to stop disabled people being discriminated against, and to help make them get equal treatment.
